Language Law Funded by Russian Money and an Award from Putin

During the 2004 presidential election, while heading the Central Election Commission, he was involved in mass falsifications — the Supreme Court invalidated the results of the second round, after which Kivalov was dismissed. In 2013, Putin personally awarded Kivalov a distinction "for the popularization of the Russian language," and an investigation by "Schemes" established that Russia financially supported the promotion of the "Kivalov-Kolesnichenko language law" — paying for organizing events and publications to "exert pressure on the Ukrainian authorities."

Candidate for Gauleiter and an Academy Under Criminal Investigation

According to intelligence, Russia considered Kivalov as one of the potential gauleiters of Odessa in case of its occupation. He left Ukraine two days before the full-scale invasion. Kivalov's assistant received Russian citizenship and entered the top management of "Rosneft." The State Fiscal Service initiated a criminal investigation regarding the checking of Kivalov’s Odessa Law Academy for embezzlement of budget funds.
