Klimenkov Dmytro Olehovych

Ukrainian statesman, top manager, and former Deputy Minister of Defense of Ukraine (October 2023 — January 2025).

Graduated from the Igor Sikorsky Kyiv Polytechnic Institute with specialties in "Electrical Engineering" and "Enterprise Economics." Worked for a long time in the private sector, including as Director of Infrastructure and Logistics at the airline "International Airlines of Ukraine" (UIA). His public service career is closely connected with Rustem Umerov: initially, Klimenkov became his first deputy at the State Property Fund of Ukraine, later worked as Commercial Director of PJSC Ukrtransgaz, and with Umerov’s arrival at the Ministry of Defense, took the position of the specialized Deputy Minister responsible for arms procurement and logistics.

Loud scandal and resignation over procurements

The most high-profile public scandal surrounding the official erupted at the beginning of 2025, leading to his dismissal from the Ministry of Defense. At the end of January, then-Minister Rustem Umerov strongly criticized the defense procurement sector, accusing responsible parties of disruption and failure to timely supply the Armed Forces of Ukraine with weapons. Following an internal audit, Umerov decided to suspend "all those who failed in their duties." The Cabinet of Ministers of Ukraine officially dismissed Dmytro Klimenkov from his position, making him one of the main figures in the process of overhauling the weapons procurement system, which was also accompanied by the liquidation of the leadership of the Defense Procurement Agency.
