The only "Servant of the People" who became a minister in the occupation "government" — and did not live to face sentencing

A People's Deputy from Kherson region (district №186), elected from the "Servant of the People" party in 2019, an agrarian and owner of "Channel 4" (the asset was registered to his parents, who then "gifted" it to their son). After the invasion, he did not leave but stayed in occupied Kherson — and as early as April 2022 declared that "Russia is here forever." The party expelled him from the faction, and the State Bureau of Investigation opened a case against him.

From a seat in the Rada to Gauleiter position and "taxes" for Russia

On June 8, 2022, Kovalyov publicly boasted about his meeting with Kremlin overseer Kiriyenko and plans to "integrate" Kherson region into the Russian economy. In July, the Prosecutor General announced suspicion of treason against him: his enterprises transported food to occupied Crimea and fuel back, and he housed occupiers in a sanatorium. On July 4, Kovalyov joined the occupation "government" as "Minister of Agriculture" and forced agrarians to pay "taxes" according to Russian laws. He was subjected to a wanted order, property seizure, and in late August partisans killed him at his own home. Treason ended by a bullet.
