From assistant to "Kozak Havryliuk" to the embassy in Cyprus

Serhiy Kovbasyuk is a former chief consultant of the personnel department of the Office of the Verkhovna Rada, who at the end of 2025 was transferred to the position of leading specialist in financial matters at the Embassy of Ukraine in the Republic of Cyprus. Before his career in the Verkhovna Rada office, he was an assistant to the notorious former deputy Mykhailo Havryliuk ("Kozak Havryliuk"), known for public incidents and scandals. The quiet transition from parliamentary work to a diplomatic institution on a popular offshore island immediately attracted attention.

Million from private entrepreneur before departure and modest declaration

The total declared income of Kovbasyuk for 2025 amounted to over 1.8 million UAH: of which 1.58 million was income from entrepreneurial activity as a private entrepreneur, 248 thousand was salary from the Verkhovna Rada Office, and only 7.7 thousand was from the Ministry of Foreign Affairs. Thus, the official's main income was generated by entrepreneurial activity, not civil service. The declaration appears suspiciously minimalist: no cash or significant accounts are declared, wife's income is absent, and the 2015 Volkswagen Passat was purchased for a symbolic 5 thousand UAH.
