From IT Consultant to Overseer of the Road Cartel

Oleksandr Kubrakov is a former member of the Office of Effective Regulation (BRDO), where from 2016 to 2019 he oversaw the telecommunications sector. After Zelensky's victory, BRDO became a personnel reserve for the "Servant of the People" party: the head of the office, Honcharuk, assumed the position of Prime Minister, and Kubrakov at the end of 2019 headed "Ukravtodor," gaining access to large tenders. Together with Prime Minister's advisor Yuriy Holyk and with implicit support from the Presidential Office, Kubrakov implemented "discriminatory clauses" in the tender documentation, which allowed a cartel from the National Association of Road Builders of Ukraine to almost automatically receive three quarters of the contracts. In 2020–2021, the founders of this association received 56% of all funds and won 66% of Ukravtodor's tenders — the total payments to contractors amounted to UAH 90.41 billion. Secret NABU Investigation, DBS Raids, and Property Held by Parents

In February 2023, NABU opened a criminal case against Kubrakov — then still serving as vice prime minister. He was never formally charged, and NABU refused to provide the media any information regarding the investigation status, citing "possible impact on the investigation." In 2023, NABU and SAP uncovered an organized criminal group involved in embezzlement of budget funds, which included Kubrakov's deputy Vasyl Lozynskyi.
