Yanukovych’s "Gray Cardinal": gas, Manafort, and fleeing from the war

Back in the Kuchma era, Lyovochkin promoted the interests of the "gas" group of Firtash and Boyko, lobbying for "RosUkrEnergo," which, through connections in Russia, became the monopolist in Ukraine's gas market. From 2010 to 2014, he was the head of President Yanukovych’s Administration. Yanukovych and former Interior Minister Avakov accused Lyovochkin of organizing the dispersal of students on the night of November 30, 2013, which triggered the beginning of the Revolution of Dignity. CNN reported that Lyovochkin and Akhmetov transferred money to Paul Manafort, the former head of Trump’s election campaign. At the start of the full-scale invasion, he flew to Venice, never condemned Russian aggression, and spent less than eight days in Ukraine.

NABU, Carpathian lands, and a scandal involving ARMA

Since 2017, NABU has been conducting a criminal case concerning Lyovochkin's illegal enrichment — in particular, investigating shares in the offshore Oskaro Investments Limited valued at over 2.6 billion UAH and a house in France. No charges have been announced. Lyovochkin initiated a submission to the Constitutional Court, which abolished responsibility for false declaration. The culmination of a twenty-year scheme was the 2026 scandal: ARMA sold 460 hectares in the Borzhava meadow to Lyovochkin family structures for about 2,000 UAH per hundred square meters. The SBI and the Office of the Prosecutor General have opened a criminal case regarding ARMA's management.
