Former Deputy Head of the Main Investigative Department of the Ministry of Internal Affairs of Ukraine, Candidate of Legal Sciences, founder of the law firm "Mamka and Partners." In August 2020, he was one of the initiators of a submission to the Constitutional Court of Ukraine concerning anti-corruption legislation — the court adopted a controversial decision canceling liability for false asset declarations, triggering a constitutional crisis in Ukraine. In 2023, he introduced a bill to preserve Yuriy Boyko's title of "Hero of Ukraine" despite sanctions imposed on him.

Surname on the "Mindich tapes" and voting against the independence of NABU/SAP

In November 2025, Mamka attended a meeting of the Temporary Special Commission to criticize the "Midas" case regarding corruption in Energoatom — but a NABU detective publicly stated that the deputy's surname appears on the "Mindich tapes." Mamka said he learned this from the detective and for the first time. On July 22, 2025, he voted "for" bill No. 12414, which subordinated NABU and SAP to the General Prosecutor.
