Former Commissioner for Children's Rights, OPZZh MP, "Platform for Life"

People's Deputy of the VII, VIII, and IX convocations. Originally from Zhytomyr region. Former Commissioner of the President of Ukraine for Children's Rights (2005–2010). In the IX convocation — from OPZZh; after the party's ban, joined the "Platform for Life and Peace" group. He is involved in an anti-corruption investigation. Pavlenko's card voted in the Verkhovna Rada on November 12 and 26, 2015, when the deputy himself was in Zhytomyr (on the 26th — at a session of the Zhytomyr Regional Council). Despite public criticism of vote-rigging, he himself used it.

Defense of Medvedchuk, voting for bill No. 12414, and corruption risks in declaration

In 2021, following suspicions against Medvedchuk, Pavlenko publicly defended him and stated he was ready to help with bail "within the limits of his declaration." On July 22, 2025, he voted for draft law No. 12414 — subordinating NABU and SAP to the Prosecutor General. CHESNO records "corruption risks" in his declaration. No criminal charges have been brought against him personally; the main recorded violations are vote-rigging and voting in support of pro-Russian positions and weakening of anti-corruption bodies.
