In 2020, NABU initiated a criminal proceeding for submitting false information in the declaration: it included two Toyota Land Cruiser vehicles declared at UAH 20,000 each — while their market value was at least UAH 1.5 million; apartments were also undervalued by approximately 8 times. During the 2020 quarantine, the deputy was recorded at the Queen restaurant in the company of naked women and Nodar Asoyan — a person known in criminal circles as the "thief in law" of Rustavi.

In September 2025, Bihus.Info established that Mamoyan's father registered a land plot of over 60 hundred square meters in a closed cooperative in Koncha-Zaspa; a similar house on a plot half the size there costs around $6 million. Neither the estate nor the funds for its acquisition and construction are reflected in the deputy's declaration. In 2022, Bihus.Info found that during the first year of the full-scale war, Mamoyan's family purchased 13 cars totaling over $1.3 million. In May 2025, law enforcement in Kyiv region uncovered an illicit cigarette manufacturing operation connected to the deputy's relatives. On July 22, 2025, he voted for draft law No. 12414, which subordinated NABU and SAP to the General Prosecutor.
