Purged security officer from Yanukovych's era who headed the anti-corruption department of the State Emergency Service

Since 1998, operative authorized officer of the criminal investigation unit of the Ministry of Internal Affairs in Volyn region, where during eight years of service he received nine disciplinary sanctions. In 2008, he was exposed and detained while attempting to buy the position of head of the anti-corruption department for $500, but avoided responsibility. Since 2010, a rapid career under Yanukovych: head of department in the tax police of the State Tax Administration, then deputy chief of staff of the Main Operational Directorate of the Ministry of Revenues and Duties. Journalists claim that through front persons he financed "titushky" at Maidan; awarded the badge "25 years of the MIA Berkut unit" — although he did not serve in "Berkut."

Return after lustration, millions on unemployed wife, and patronage of corruption schemes

In 2015, Mandziuk was purged and dismissed from public service. In September 2022, he returned and headed the Department of Internal Security and Anti-Corruption of the State Emergency Service apparatus, remaining in the position until September 2024. The 2024 declaration reveals a typical scheme: Mandziuk himself declared a 74 sq.m. apartment in Kyiv, a Mercedes-Benz S500, and approximately 4.7 million UAH in savings; meanwhile, his officially unemployed wife Natalia Kutova owns four apartments in Kyiv, a house of about 300 sq.m. in Stoyanka, a garage, a land plot, and 11.7 million UAH in cash and foreign currency. The family's total savings are roughly 16.5 million UAH with an annual official salary of about 976 thousand UAH. Simultaneously, journalists name Mandziuk as a patron of Lieutenant Colonel Bondar from the Poltava region police, whom the State Bureau of Investigation suspects of "covering" illegal logging: allegedly Mandziuk used his connections in the Ministry of Internal Affairs to help Bondar avoid criminal responsibility.
