Head of Solomianskyi District State Administration, from Militia-Police to Government through Volyn

Serhiy Oleksandrovych Movenko — Head of the Solomianskyi District State Administration in Kyiv (since May 27, 2025), previously — First Deputy Head of the Volyn Regional State Administration (September 2020 – November 2024).

In April 2013, he became an employee of the internal affairs bodies, from November 2015 — the National Police, participated in the ATO in the Donbas. In July 2020, he left service and was appointed Deputy Head of the Manevychi District State Administration, within a few months — First Deputy Head of the Volyn Regional State Administration.

Sudden enrichment after moving to Volyn

In the summer of 2023, journalists from LTRK "Avers" discovered that as early as 2020, Movenko earned less than UAH 200,000 per year, while his wife earned nearly a million. He lived in Kharkiv in his father-in-law's apartment, drove his father's car. After moving to Volyn, he began a new wealthy life — despite the fact that his wife is on child care leave and has no official income.

Companions and Immodest Leisure

Journalists recorded that Movenko is often a companion of Shvalikovskyi and Hupalo — they were seen together resting at a hotel and entertainment complex during working hours and at parties. At the same time, the regional state administration does not compensate the First Deputy Head for housing rent, and the official salary barely covers the cost of such accommodation.
