Former Head of Rivne Regional State Administration, Developer Governor from "Stal-M"

A Rivne businessman (manufacturer of armored doors "Stal-M"), former Maidan commandant for household affairs, secretary of Rivne City Council, head of Rivne Regional State Administration (2016–2019) under Poroshenko's quota. Dismissed by Zelenskyy, unsuccessfully ran twice afterward. Currently a developer.

Business Did Not Let Go: NAPC Protocol Without Consequences

While serving as governor, he remained the ultimate beneficiary of "Stal-M" (90%, with 10% owned by his son); he was issued an administrative protocol under Article 172-4 of the Code of Ukraine on Administrative Offenses for conflict of interest. According to "Fourth Power" media, another NAPC protocol—for failing to declare property value in the asset declaration—was submitted to court late, allowing him to avoid responsibility. Activists also recorded subcontracting for fire protection to private entrepreneur Vitaliy Vasylovych Mulyarenko, a probable relative.

Basiv Kut and a Church on a Hectare

As a Rivne City Council deputy, he voted to change the land use designation in the Basiv Kut recreational zone, which opened the way for development linked, according to media, to his godfather. Since 2024, he has been promoting his own residential complex "On Schaslyve" including an Orthodox church — the approval process goes through the same city council where he served as a deputy.
