Governor of Zhytomyr Region under Poroshenko

Ihor Hundych is a typical regional official from the "Orange" environment who has risen from a youth activist to a governor. He graduated from Zhytomyr Agro-Technical College (1995) and Zhytomyr Engineering and Technology Institute with a specialty in "Organizational Management" (2001). From 2005 to 2007, he led the Zhytomyr organization of the youth movement "Our Ukraine" and received a presidential certificate "For Active Participation in the Orange Revolution."

Governor appointed by Poroshenko with farming business

From 2016 to 2019, he was chairman of the Zhytomyr Regional State Administration by Poroshenko's appointment. At the same time, he is the founder and beneficiary of two farming enterprises — which poses a potential conflict of interest for the governor of an agricultural region who makes decisions regarding land relations and agricultural policy. According to the assessment by "Slovo i Dilo," in 2018 Hundych fulfilled 12% fewer promises than the previous year.

On the day of the presidential election, Hundych together with Zhytomyr Mayor Sukhomlyn photographed themselves with an open ballot near the voting box — a direct violation of voting secrecy. A separate scandal involved subordinates of the governor: three employees of the Zhytomyr RSA were satisfying sexual fantasies during working hours right in the administration's offices. Hundych was indirectly involved in the scandal — officials remained silent, not commenting on the situation.
