Honored Builder, Kyiv City Council deputy for five convocations (from "Unity," "Our Ukraine," BPP), since 2018 — Deputy Head of the Kyiv City State Administration (KCSA). From 2002 to 2018 — Director of the Municipal Enterprise "Zhytloinvestbud-UKB," the main developer of the capital funded by the budget.

Billion-hryvnia contracts awarded to "their own" companies

According to "Chesno," in 2008–2010, the municipal enterprise concluded agreements worth over 1 billion UAH with companies linked to the enterprise's leadership — Nepop himself and former KCSA official Holitsa. In 2019, the Security Service of Ukraine (SBU) opened proceedings regarding a scheme of embezzling budget funds by KCSA officials and the enterprise, involving the transfer of apartments to intermediaries (20–30% was "siphoned off"); at that time, Sharafetdinov — head of Nepop's "public reception office" — was detained for a $10,000 bribe. Media also associate him with attempts to develop Kachyne Lake, a case involving 2.8 hectares of Ministry of Defense land, and a decision to demolish a heritage site — the Rodin estate.

"Toilet schemes" and land vertical

In 2025, according to "Chesno," he voted "for" 73% of the so-called "toilet schemes" — corrupt land allocations; his name appears informally in the "Clean City" case (Komarnytskyi, Olenych), although he was not suspected. After Olenych’s arrest, he assumed his powers.
