Nesteruk Ihor Anatoliiovych

Ukrainian businessman, builder, and former civil servant

For five years (from 2016 to 2021), he held the influential position of Deputy Head of the Administrative Buildings Department of the Apparatus of the Verkhovna Rada of Ukraine. After leaving the civil service, Nesteruk fully transitioned to the private sector and at the end of 2023 became the sole owner, director, and ultimate beneficiary of LLC "Ukrainian Construction Company 'Y.BI.SI.'" (EDRPOU code 39636449), whose authorized capital amounts to 50,000 hryvnias.

Scandal involving tenders and "parliamentary" connections

The biggest public scandal surrounding Ihor Nesteruk erupted in November 2025. Investigative journalists from KyivVlada uncovered a suspicious scheme for the distribution of large budget funds for the construction of radiation shelters for schools in the city of Vyshneve (Kyiv region). The total value of contracts awarded to contractors reached a quarter of a billion hryvnias.

Procurement analysis showed that multimillion contracts without genuine competition were awarded to companies whose owners turned out to be former colleagues from the Verkhovna Rada. Nesteruk’s company, LLC "UCC 'Y.BI.SI.'", received a significant portion of these contracts. It was revealed that Nesteruk had long worked in the Apparatus of the Verkhovna Rada alongside Liubomyra Kozhushko — the owner of another favored company in these tenders ("Consulting-Bud"). Journalists accused local authorities and former officials of a corrupt conspiracy and the use of old connections to appropriate budget funds "under the cover" of defense orders.
