Born in 1990, graduated from the Kharkiv Law Academy in 2012. His career advanced rapidly: military prosecutor's office, Chornomorsk district (Odesa), then head of the Dnipropetrovsk regional prosecutor's office, deputy head of Kyiv city prosecutor’s office — and from February 18, 2026, he was appointed to Kharkiv region. He headed a prosecutor’s office that had been in turmoil following a scandal involving fake disabilities of prosecutors.

According to his 2025 declaration, Papusha earned about 1.8 million UAH from official bodies, while holding $72,300 in cash, owning a Mercedes GLE 300d, and 15 different cryptocurrencies. Formally everything is declared, no official suspicions or investigations against him — this is rather a question of the proportionality of his assets to the salary of a young prosecutor than a proven scheme.
