Apparatchik of Kyiv City State Administration during Yanukovych, OPP member from the "Lyovochkin Group"

Lawyer (born 1977, Kyiv), founder of the firm "Puzanov and Partners." From 2010 to 2014 — Deputy Head of the Kyiv City State Administration, Chief of Staff (under Popov). Classmate of Yulia Lyovochkina and friend of Serhiy Lyovochkin; he is considered part of the "Lyovochkin Group." Headed Kyiv's "Opposition Bloc" (2015), deputy of the Kyiv City Council. Member of parliament of the IX convocation from the banned pro-Russian OPP (No. 32), member of its political council and the Committee on Legal Policy.

Euromaidan and the Russian Federation

According to media ("KyivVlada"), during Euromaidan he was responsible for KCSA's lawsuits against protesters and effectively managed the "cleansing" of Maidan; was part of an interdepartmental commission of the Anti-Terrorist Center under the SBU. In 2021 he called the Constitutional Court's decision on the status of the Ukrainian language "political."

Absences and Flight

One of the biggest absentee parliamentarians (~10% participation in votes in 2019). Listed in "Myrotvorets" as a member of OPP and official who unlawfully left service during the war: on February 13, 2022, flew to Doha; from February 24 until June did not appear in parliament. No convictions.
