Colonel, former head of the Zakarpattia Regional Territorial Center of Recruitment, whose tenure turned into a continuous scandal
The colonel, who according to media had "experience in evaluation," became the head of the Zakarpattia Regional Territorial Center of Recruitment and Social Support on October 16, 2023, by order of then Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi.
Threats to volunteers, case of illegal detention, and $100,000 in cash found at home.
In December 2025, Zakarpattia volunteer Vlasta Reypashi reported systematic threats from the leadership of the Territorial Center of Recruitment, specifically from Savchuk and his deputies — the State Bureau of Investigation opened proceedings under Part 5, Article 426-1 (abuse of power by a military official causing severe consequences), and later a court ordered recognition of the volunteer as a victim. Simultaneously, on December 25, the Security Service of Ukraine and the National Police conducted searches at the Territorial Center leadership as part of a case concerning illegal detention of citizens, and earlier an incompletion of official duties was declared to Savchuk. According to Uzhhorod City Council deputy Vitalii Hlahola (citing TSN), about $100,000 undeclared cash was found at the colonel's residence.
On January 10, 2026, Savchuk was dismissed due to discovered violations — yet on March 21, he was reinstated as temporary acting head, dispatched from the reserve battalion for 30 days, causing new regional controversy. Coincidentally, his return overlapped with visits of two Kyiv commissions, one of which — conducting a mobilization level inspection — was led by Brigadier General Raltsev.
