Business partner of Kolomoisky, FBI informant, and subject of National Police search
An entrepreneur and honorary president of the Tennis Federation of Ukraine. Since 2006, he has been a business partner of Ihor Kolomoisky and Hennadiy Boholiubov in the ferroalloy plant Warren Steel Holdings LLC in the state of Ohio (USA). He also controlled a number of enterprises in metallurgy and the agricultural sector. In 2017, he filed a lawsuit with the High Court of London, accusing Kolomoisky of fraud exceeding $500 million — the London court declined jurisdiction. After that, Shulman contacted the FBI; his statement became the basis for the American criminal investigation into Kolomoisky, which eventually resulted in the oligarch’s conviction. Kolomoisky publicly called Shulman an "idiot" who "filed complaints," and accused him of blackmail.
National Police search as a response to the FBI complaint and disappearance abroad
Kolomoisky returned to Ukraine in May 2019 following Zelensky’s victory, and by July the National Police announced Shulman was wanted — he was charged with money laundering and other assets obtained by criminal means. The Prosecutor's Office refused to disclose details of the charges despite press inquiries. After the search was announced, Shulman left Ukraine and ceased public appearances; his current whereabouts are officially unknown.
