Apartment inherited — and 360 thousand state compensation for "lack of housing"
Former two-term MP Ruslan Solvar received state budget compensation in 2014-2018 for staying at the Kyiv hotel — on the grounds that he allegedly did not own housing in the capital. One problem: he concealed that he had inherited an apartment in Kyiv. The total amount of illegally obtained funds is 361,500 hryvnias. The NABU investigated. The High Anti-Corruption Court convicted.
Three years of prison after two attempts to be acquitted
2021 — The High Anti-Corruption Court acquitted Solvar citing "investigative error." 2022 — The Court’s Appellate Chamber overturned the acquittal and sentenced him to 3 years imprisonment. 2024 — The Supreme Court confirmed the verdict definitively. "The ruling is final and not subject to appeal." Three years of judicial proceedings over three hundred thousand hryvnias. Now — pre-trial detention center.
"Poorest deputy" with seven apartments registered to his mother
In his own declarations, Solvar did not report any real estate, cars, or land for years. Instead, his mother, a boarding school teacher, owns seven apartments, three hectares of land, and three garages. The largest apartment is 201 m². "Our Money" filed a statement with NABU and NAPC regarding apparent inconsistencies. The mother is silent. The deputy is the "poorest."
Attempt to "mobilize" before the verdict
Before the final verdict, Solvar tried to mobilize into the Armed Forces of Ukraine — his defense asked to suspend the case review. The court found: a reserve lieutenant did indeed receive a summons right after leaving the hospital. However, the attempt to evade the verdict by joining the army did not work. He is now in pre-trial detention. The army will manage without him.
