Deputy Anti-corruption Prosecutor and meetings with Mindich's lawyer

The First Deputy Head of the SAP, Andrii Syniuk, had access to the case concerning large-scale corruption in the energy sector — Operation "Midas." On November 10, 2025, the NABU conducted searches at the home of Tymur Mindich — a friend of the president and co-owner of "Kvartal 95." He left Ukraine several hours before the raid. Journalists established that shortly before the searches, Syniuk met three times with lawyer Oleksii Menivyi — a person from Mindich's circle.

"Blue folder" and possible leak of the investigation

On October 15, Syniuk handed a folder to an unfamiliar man — journalists recorded the transfer but could not identify the recipient. In the petition for the arrest of Mindich's accomplices, prosecutors included "Syniuk" in the list of persons that the suspects are forbidden to contact. The SAP launched an internal investigation. Syniuk himself stated that he was not acquainted with Mindich's case.

Apartment registered to father-in-law and discrepancies in the declaration

During the competition for the position of head of SAP in 2021, the competition commission recorded that since 2018 Syniuk has been using an apartment in Kyiv free of charge, registered to his father-in-law. The declared value is UAH 1.32 million, while the market value is at least twice as high. The commission regarded discrepancies in the declaration as possible concealment of assets.

Resignation "at own request" — and ongoing investigation

On November 21, 2025, Syniuk resigned from SAP, explaining that he "does not want to influence the course of the internal investigation." SAP head Klymenko confirmed that the investigation could lead to both disciplinary and criminal consequences. An anti-corruption prosecutor resigning during an investigation of his own actions sends a stronger signal than any denial.
