Ukrainian politician, capital city official, and Kyiv City Council deputy

Terentiev held the position of Chair of the Kyiv City Council's Standing Commission on Architecture, Urban Planning, and Land Relations for a long time. His career is closely linked to managing Kyiv assets: he headed the municipal enterprise "Engineering Center" (2016–2020), and as head of the relevant land commission, he effectively controlled the approval of all decisions regarding allocation, leasing, and privatization of the most expensive land in the capital.

"Clean City" Case

Terentiev became one of the main figures in a high-profile criminal case conducted by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO), investigated within the framework of the large-scale anti-corruption operation "Clean City." According to the investigation, he acted as part of a criminal organization together with former Kyiv City State Administration Deputy Head Petro Olenych, using his official status to unlawfully alienate and privatize land plots in central Kyiv worth over 11 million hryvnias. In February 2025, the High Anti-Corruption Court (HACC) imposed a preventive measure related to detention with the possibility of posting a multi-million bail on him. Journalistic investigations have also repeatedly accused Terentiev of lobbying the interests of large developers at commission meetings and leading a luxurious lifestyle significantly exceeding his official civil servant income.
