Graduated from the Odessa Institute of Land Forces, Interregional Academy of Personnel Management in Sevastopol, and Academy of Personnel Management in Kyiv. Candidate of Economic Sciences. From 1997 to 2014, worked in Crimea. After the annexation, continued his career in Kyiv — at the Ministry of Justice, Ministry of Social Policy, Ministry of Infrastructure. Since November 2022 — director of the Scientific Research Center 'Bokarius Institute of Forensic Expertise' in Kharkiv. Ran for the Verkhovna Rada in the VII convocation representing "Batkivshchyna".

Security Service of Ukraine check over Russian passport and an apartment in a premium residential complex under a state program

In November 2023, a copy of an extract about a company circulated on social networks, showing among its founders a Russian citizen — Serhii Anatoliiovych Tiulenev. The Security Service of Ukraine conducted an investigation and established that the founder of that company is another person — a Russian citizen born in 1957, 19 years older than the institute director. No other citizenships were found for Tiulenev. In 2024, he utilized the "eOselya" program and purchased a 65 sq. m apartment in the premium residential complex Greenville Park in Kyiv — despite the program being intended for citizens without their own housing. Ukrfinzhytlo initiated a verification of his application; results have not yet been published.
