At the end of 2021, he was promoted to Kyiv, heading the entire Ukrainian Cyber Police structure. Under his leadership, the agency focused on countering Russian hacker attacks, dismantling enemy bot farms, and combating online fraud amid the full-scale war.

Scandal involving fictitious divorce and multimillion-dollar assets

In September 2025, a major reputational scandal erupted around the country’s chief cyber police officer. Investigative journalists from the Bihus.Info project discovered that before his appointment to the capital, Vykhodets’ official declarations completely omitted his wife Natalia, from whom he had registered a divorce. However, analysis of social networks and the couple’s movements clearly indicated the probable fictitious nature of this divorce aimed at hiding shadow income.

After the official divorce, elite assets suddenly started "pouring" onto Natalia Vyhodets. She opened an expensive beauty salon and purchased a large house in the upscale Sovignon cottage town near Odesa (estimated value $200,000 – $300,000), which she later hurriedly transferred to her mother.

Additionally, investigators recorded joint countryside trips of General Vyhodets and his ex-wife in a new premium BMW car, which was also registered bypassing the official declarations of the official.
