He made his career in the Odesa region: led the regional cybercrime counteraction department, then the Black Sea Cyberpolice Directorate (Odesa, Kherson, Mykolaiv regions) — blocking fraudulent websites, eliminating online porn studios, cooperating with foreign colleagues. In 2021, he defended a dissertation at the Odesa State University of Internal Affairs — about computer technologies in covert investigative activities, Doctor of Philosophy in Law. Even after moving to Kyiv, he lists Lymanka near Odesa as his place of residence in declarations.
The 2016 'divorce'
Investigation by Bihus.Info (September 2025): Vykhodets' declarations remain modest — two small apartments, a salary of about 1.3 million UAH, a car rented by his wife. Before his appointment in Kyiv, Natalia Vykhodets disappeared from the declaration. And it was precisely after the official divorce that assets 'rained down' on her: a beauty salon in the elite Sovinyon neighborhood, a house by the sea, watches resembling Rolex (each worth $8–13 thousand), Van Cleef & Arpels jewelry, vacationing in Bali. Journalists captured the couple together in Sovinyon — and a 2022 BMW 7 Series (~$100 thousand), which does not appear in the declaration. Despite the 'divorce,' Natalia annually posts messages commemorating their wedding anniversary.
