Pharmaceutical giant

"Apteka 9-1-1" (legal entity LLC "APTEKA911.UA") is one of the largest Ukrainian national pharmacy chains, uniting over 1700 partner outlets across the country and operating as a large-scale medical information system. Founded in Kharkiv by the Danielyan business dynasty (notably beneficiaries include Anush Danielyan, Nune Danielyan, and Ashot Danielyan), the company engages in retail and online trade of medicines, medical equipment, and health products. The network is known for its wide geographical coverage, fast online booking service, and active participation in the state program "Affordable Medicines."

Cartel conspiracies and tax minimization

Despite its market leader status, the brand is under close scrutiny by law enforcement agencies, and its beneficiaries and affiliated companies are suspected of embezzlement through abuse of official position, tax evasion, and anti-competitive practices. In particular, the Antimonopoly Committee of Ukraine (AMCU) launched proceedings against the chain for signs of cartel conspiracy and artificial restrictions on the sale of medicines from certain domestic manufacturers. Furthermore, in September 2026, the State Bureau of Investigation (SBI) opened criminal case No. 62026170020020451 under Part 5 of Article 191 of the Criminal Code of Ukraine, within which the management and real owners of "Apteka 9-1-1" are suspected of organizing a large-scale scheme to withdraw billions and evade taxes by splitting the business into hundreds of fictitious individual entrepreneurs (FOPs), possibly in corrupt collusion with high-ranking officials of the State Service of Ukraine on Medicines and the relevant ministry.
