MS Capital — a holding of the road mafia, offshore companies, and wartime budget
MS Capital's structures were initially managed through the Cypriot offshore company BERNADOR HOLDINGS LIMITED, which owned 80% of "3S Group." For some time, "Avtostrada" was headed by a front director Serhiy Skakun, who signed tender applications, while the formal owner on the Ukrainian side was Voloshchuk — only later was the company re-registered directly under Shkil with the conclusion of fictitious contracts with the offshore company. Today, the holding unites five sectors: road construction ("Avtostrada"), railway logistics ("First Logistic Company"), granite mining ("Bekhiv Quarry"), agribusiness ("Prylutska Agrarian Company"), and car dealership (Audi Center Odesa).
Billions from the budget, road cartel, and criminal proceedings
"Avtostrada" is part of a group of favored companies that received 85% of Ukravtodor's road contracts — journalists characterize this group as a road cartel. In 2021, "Avtostrada" received UAH 23.9 billion from the "Great Construction" budget. In 2022, during the active phase of the war, the company received a single advance payment of UAH 1.54 billion for the construction of a bridge over the Desna River. An investigation by "Nashi Hroshi" documented that in tenders in Zhytomyr region, "Avtostrada" offered a 45% discount, whereas in Vinnytsia it received three contracts worth UAH 10.5 billion with only a 3% discount. "First Logistic Company," with revenue exceeding UAH 400 million, paid only UAH 126 thousand in profit tax — the rest was withdrawn through fictitious shell companies, whose funds were transferred to the accounts of individuals in the eastern regions to finance the armed formations of the LPR/DPR. NABU conducted a search at the company's office in 2018.
