Cosmolot

Cosmolot (LLC “SpaceX”) is the largest licensed online casino in Ukraine with a net income of 27 billion UAH in 2023, the first company to receive a KRAIL license after gambling business legalization in 2021. Official company participants are Serhii Potapov and German citizen Arnulf Eckehard Neumann-Damerau. In April 2026, PlayCity revoked Cosmolot's license due to the use of p2p payments and acceptance of money from third-party cards, but Cosmolot continued operating after a court blocked this decision.

1 billion in tax evasion, offshore companies, and "pirate Vulkan casinos" in the founder's background

The company's founder is Russian businessman Serhii Tokaryov, who in 2020 transformed Lucky Labs into Cosmolot. As early as 2001, he founded Globo-Tech — a company that copied games from well-known producers and sold them as its own; when casinos were banned in Russia, he developed pirate casinos under the brands “Vulkan” and Vulkan. In 2024, the Bureau of Economic Security opened a criminal case for tax evasion of over 1.2 billion UAH and seized 700 million UAH in Cosmolot's accounts. According to the investigation, the company paid out 4.5 billion UAH in winnings without paying personal income tax and military tax. Players’ money is transferred abroad under the guise of royalties and marketing payments through the structures “AP.MI Finance,” “Diamond Pay,” and “Resonance Capital,” and offshore company XGen Solutions is used to circumvent international sanctions.
