The Office of the President is promoting Viktor Dubovyk to the position of ARMA head, whose father was the first deputy head of the Ministry of Internal Affairs during Yanukovych and Zaharchenko times.

Vitaliy Shabunin, head of the Center for Combating Corruption, wrote this on Facebook.

"Viktor Dubovyk is probably a man from Andriy Dowbenko's circle, previously "the supervisor" for the Ministry of Justice. Dowbenko, I remind you, is being pursued by NABU/SAP."

Now to the candidate's connections with Tavlarov and others. Dubovyk senior's father was the first deputy of Zaharchenko and side-by-side was "working through" the Revolution of Dignity with him. Deputy head of the investigative department of the Ministry of Internal Affairs at that time was Oleh Tavhorov. Young Dubovyk himself was an adviser to the first vice prime minister, and now a suspect in TOP corruption, Serhiy Arbuzov. In 2014 year, Dubovyk senior and Arbuzov fled from Ukraine to Moscow," he noted.

"I remind you that the ARMA administration has thousands of assets confiscated from collaborators of the occupiers, for example: 'Alfa-Bank', 'Alfa Insurance', 'Karpatnaftohim', 'Terminal Karpaty' and so on. If Tavlorov and company manage to maintain control over ARMA, it would be better to liquidate this institution altogether, since it will generate far more corrupt cash than benefits for the country," Shabunin added.

Head of the All-Ukrainian Union AutoMaidan Kateryna Butko, in a piece for 'Ukrainska Pravda' titled 'How the Office of the President plans to raid ARMA again', said that, according to her information, "the president's entourage is betting specifically on Viktor Dubovyk."

"Under no circumstances should the son of a deputy minister of the Yanukovych era, whose father may be close to those whose property has already been or will be transferred to ARMA, be allowed to manage Russian assets confiscated by Russia. Especially considering the potentially friendly connection between Tavlarov and Dubovyk senior. ... It is not hard to guess who in the OP may be behind promoting Dubovyk Jr. to head the agency authorized to execute confiscated assets of Russians," she explained.
