Як раніше повідомляла KВ, у КОДА Власюк зайшов ще за часів головування губернатора, а нині заступника голови ОП, Олексія Кулеби, а саме наприкінці травня 2022 року. За плітками, Олексій Кулеба знав Власюка, плюс, протекцію Віталієві склав його брат-близнюк Владислав, який на момент травня минулого року працював в Офісі Президента України.

“Ще, коли Олексій працював у КМДА й опікувався благоустроєм столиці, він брав участь у публічних заходах, які влаштовували брати Власюки. У них давно рівні робочі стосунки”, – розповідало джерело KВ у травні 2022 року.

З 2013 по 2015 роки, працював у відділі координації рішень Європейського суду з прав людини секретаріату урядового уповноваженого у справах ЄСПЛ Міністерства юстиції.
