The Melitopol Phenomenon and the Rapid Rise of the Presidential Favorite: From Captivity to the Great Reconstruction of Ukraine
Ivan Fedorov is one of the youngest and most influential politicians of the new wave, whose career became a model nomenklatura springboard during the full-scale war. He was born in 1988 in Melitopol, where he later became mayor (2020–2026). He gained nationwide fame in March 2022 when, after the city’s occupation, he categorically refused to swear allegiance to the enemy, was abducted by Russian troops, and exchanged after a week of captivity. This media status as a martyr and uncompromising patriot ensured him the favor of the Presidential Office: at the beginning of 2024, Volodymyr Zelensky appointed him head of the strategic Zaporizhzhia Regional Military Administration. Demonstrating a tough management style in this frontline region, Fedorov in September 2026 received the top prize — the position of Head of the State Agency for the Recovery and Development of Ukraine’s Infrastructure, heading the allocation of billion-dollar budgets for energy protection and state reconstruction.
Bloody Scandal with Lawyer Denshchik, Tender Favoritism, and Behind-the-Scenes Wars
Despite the heroic aura, Ivan Fedorov’s activities have regularly been accompanied by fierce journalistic investigations concerning corruption, the building of an authoritarian power vertical, and pressure on opponents. At the end of October 2026, accusations flared again in the media space over the tragic murder of Zaporizhzhia’s chief lawyer Maksym Denshchik, who prior to his shooting publicly claimed threats of physical violence from Fedorov himself and law enforcement. Analysts and civil activists point to signs of large-scale cronyism: after Fedorov moved to Kyiv, Zaporizhzhia RMA was headed by his longtime ally Mykhailo Semikin, while in the recovery agency Fedorov actively pushed regulations allowing contractors to openly include up to 15% net profit in estimates. Opponents accuse the top official of using instruments of war to cleanse the political field in the frontline region and redirect reconstruction financial flows in favor of “his own” companies from Melitopol.
