The youngest minister in Zelensky's government, father of "Diia" and the "Army of Drones"

Mykhailo Fedorov is one of the most media-visible members of Zelensky's government, the architect of Ukraine's digital transformation and the creator of "Diia." Since 2019, he has served as Vice Prime Minister and Minister of Digital Transformation. Under his leadership, "Diia," Brave1, the "Army of Drones," and numerous digitization services for public administration have been launched.

State Special Communications as the "right hand and wallet of the Ministry of Digital Transformation"

In November 2023, the National Anti-Corruption Bureau of Ukraine (NABU) announced suspicions against top officials of the State Service of Special Communications regarding a corruption scheme amounting to UAH 62 million through tenders for cybersecurity software. The owner of the group of companies, whom investigators identified as the organizer, won tenders from state agencies totaling UAH 1.63 billion over seven years. Former Deputy Minister of Defense Vitaliy Deineha publicly wrote that his dismissal was personally lobbied by Fedorov and called the State Service of Special Communications the "right hand and wallet of the Ministry of Digital Transformation." Fedorov is not directly mentioned in case materials, and the Ministry of Digital Transformation has not commented on Deineha's accusations.

Tender scandals under the reformer's wing

From 2021 to 2025, scandals regarding tenders for laptops for teachers and equipment for the "New Ukrainian School" led to investigations for collusion and inflated prices. A notable paradox: the minister who publicly declares a fight against corruption through digitalization leads a department whose contractors have received multi-billion contracts for years without real competition.

Deputy ministers dismissed without explanation

On May 20, 2026, the Cabinet of Ministers dismissed two of Fedorov's deputies — Ivan Havryliuk and Yevhen Moisiuk. No reasons were announced.
