Havryliuk Ivan Yuriyovych

Lieutenant General, long-time Deputy/First Deputy Minister of Defense responsible for defense procurements

Career military officer (born April 19, 1971, Ivanypil, Zhytomyr region), artilleryman and logistician: in the Armed Forces of Ukraine since 1988, Chief of Logistics (2015–2018), later Head of the Main Logistics Directorate and Deputy Chief of the General Staff. Returned from retirement at the start of the invasion. Deputy Minister of Defense from October 2023 (under Umerov), First Deputy from May 2024; a member of the Supreme Command Staff. Directly coordinated the procurement direction in the Ministry of Defense. His career had ups and downs: dismissed in April 2025, reappointed First Deputy in July 2025 (under Shmyhal), and finally dismissed by the Cabinet of Ministers on May 20, 2026.

Accusations by Umerov

At a parliamentary temporary investigative commission meeting (June 8, 2026), Havryliuk stated that he left in April 2025 after then-Minister of Defense Rustem Umerov publicly, during a meeting, accused him of "dishonesty" / "stealing money" on weapons procurement. Havryliuk rejects these allegations, saying there was no open conflict, only "tense" relations.

His tenure overseeing procurements coincided with a sharp conflict around the Defense Procurement Agency (DPA): an official investigation, the suspension of Director Marina Bezrukova, and a "registry war" over the appointment of Arsen Zhumadilov, which raised concerns within the G7.
