Chairman of the Budget Committee and Button-Pusher

Member of Parliament from the Party of Regions in the V, VI, VII, and VIII convocations. In the Verkhovna Rada, Heller long headed the Budget Committee—one of the most influential positions in parliament, enabling control over the distribution of state funds. It was in this position that he was caught button-pushing—voting on behalf of absent colleagues. He also gained notoriety for not allowing journalists to attend Budget Committee meetings and, according to media reports, confusing himself in explanations regarding scandalous situations.

"Ledger Book" and Millions from the Party Fund

In May 2016, Heller’s name appeared in the "ledger book" of the Party of Regions. According to these documents, in 2012, as head of the Budget Committee, he received substantial sums of money with corresponding notes. Media reports state that within the Party of Regions, Heller was the "controller of the party cash"—deciding who got how much and for what purposes.

"UkrSplav" in Occupied Donetsk and Billion-Hryvnia Declaration

As early as 2004, the Security Service of Ukraine (SBU) initiated a criminal case regarding smuggling by JSC "Ukrsplav" of aluminum products disguised as "current collectors for mine electric locomotives"—despite this, the State Tax Administration refunded VAT to the company for this export. His declarations show: 39.4 million UAH in bank accounts and securities worth 2.5 million UAH. Cash exceeding 5 million UAH was also declared. Initially, Heller requested that the Parliament apparatus not publish his declaration on the parliamentary website at all. In 2018, the National Agency for Prevention of Corruption (NAPC) began a full audit of his declarations.
