Prosecutor from Donetsk nicknamed "Envelope"
Maksym Goldarb is one of Ukraine's most controversial "public activists," whose public anti-corruption rhetoric strikingly contrasts with his own background. He was born on January 5, 1978, in Lipki, Tula Oblast, Russia. He holds two higher education degrees — in law and finance. He began his career in the prosecutor's office, where he gained a reputation far from that of an anti-corruption fighter.
"Envelope" from Donetsk
According to media reports, Goldarb was widely known in narrow Donetsk circles by the nickname "Envelope" — fond of receiving bribes in envelopes and "skimming" markets in the territory under his control. Later, he was transferred from Donetsk to Kyiv, where he continued his "unlawful activities" and significantly increased his wealth during his tenure in prosecutorial positions.
Tender Fraud in the Ministry of Defense
From 2013 to 2014, he served as Director of the Department of Internal Audit and Financial Control of the Ministry of Defense. In 2014, he was involved in a scandal concerning tender fraud at the Ministry of Defense: Goldarb was directly responsible for approving contract drafts. The CHESNO catalog records one case against him — tender fraud within the Ministry of Defense structure, where he was connected with the organizer and executor of procurement. Since 2014, Goldarb has hosted original programs on the NewsOne TV channel, which is linked to Viktor Medvedchuk, Putin's godfather. The "Peace Party," which he co-organizes, is overseen by the controversial pro-Russian deputy Vadym Novynskyi.
