MP of the IV Convocation with Three Academic Degrees
Volodymyr Hoshovskyi is one of those Ukrainian politicians whose academic weight sharply contrasts with his real political achievements. He holds three academic degrees: Doctor of Law, Candidate of Economic Sciences, and Candidate of Geological Sciences—a rare combination even by Ukrainian standards of academic credential collection. He received his higher education in the Kharkiv region, where he also began his political career.
Independent MP
In 2002, he was elected as an MP of the IV convocation in the single-mandate district No. 173 as an independent candidate. In parliament, he tried to build his own party structure: after a conflict with the leadership of one party over the "appointment of the right people to positions," he led an initiative to collect 16,000 signatures and founded the "Socialist Party of Ukraine"—which had no success. Later, he led the "Socialist Ukraine" party—with a similar result.
Deputy Head of the Drug Control Service under Yanukovych
In 2010, during Yanukovych's presidency, Hoshovskyi was appointed First Deputy Head of the State Service of Ukraine for Drug Control, where he remained until 2014. Appointing a regulator in the drug sphere with a party background from the 2000s was a typical staffing practice of the Yanukovych era. The Ministry of Foreign Affairs of Ukraine annulled Hoshovskyi's diplomatic passport—his name appears on the corresponding MFA list alongside Dobkin, Dubyna, and other notorious figures of the Yanukovych period.
