Ivanov Pavlo Serhiyovych

Ukrainian Civil Servant and Ecologist

Ivanov is the current Director of the Department of Environmental Protection and Climate Change Adaptation of the Kyiv City State Administration (appointed in October 2025). He has many years of experience in environmental protection: from 2021 to 2024 he headed the State Environmental Inspectorate of the Capital District, and subsequently managed the Department of Nature Reserve Affairs and Biodiversity of the Ministry of Environmental Protection of Ukraine. As the chief ecologist of Kyiv, he declared priorities regarding the development of parks, squares, the expansion of the air quality monitoring system, and the protection of stray animals.

Scandals and Criticism

Soon after his appointment at the end of 2025, his activities faced sharp criticism and public scandals from Kyiv civic activists. Residents of the Teremky district accused the new leadership of the KCSA department and the State Environmental Inspectorate of "flip-flopping" and approving a controversial Green Plant Inspection Act, which effectively allowed the developer to start cutting down almost 2 hectares of established forest park and about 700 century-old oaks to lay communications. Additionally, the official's property status traditionally attracts media attention, including journalistic publications related to anti-corruption monitoring of his declarations, which featured the purchase of a premium BMW car worth almost 2 million hryvnias.
