Former Head of Derzhinvestproekt — Fled to Panama

From 2012 to 2014, Derzhinvestproekt under Kaskiv's leadership provided UAH 259.2 million in loans to two fictitious private companies supposedly involved in the implementation of national projects "Quality Water" and "Olympic Hope-2022." The funds were transferred to Cyprus to the accounts of companies whose beneficial owner turned out to be Kaskiv's brother, Oleksandr. Through Cypriot structures, the money returned to Ukraine in the form of the purchase of over 700 land plots in Zakarpattia and Volyn totaling about 1000 hectares.

Panamanian Escape, a Ski Instructor Instead of Gas Natural, and Verdict for Accomplices

In 2012, Kaskiv signed a $1 billion agreement with the allegedly Spanish company Gas Natural regarding an LNG terminal in Ukraine. Later, the Spanish side stated it had signed no agreements: the person who "represented" them was actually ski instructor Jordi Sardà Bonvehí. Kaskiv was declared wanted, detained in Panama, where he sought political asylum but was denied. Kaskiv himself was never tried for the embezzlement of UAH 259 million—the condition of his extradition was non-prosecution for other crimes. In July 2024, the High Anti-Corruption Court ratified an agreement concerning his accomplices: the state recovered the embezzled funds and land.
