Estate worth 10 million at a market value of 50–60 million

In June 2022, in the midst of the full-scale war, MP from "Servant of the People" Pavlo Khalimon purchased a house in the Pechersk Hills. The official price was 10.3 million hryvnias. The market value of similar estates ranges from 50 to 60 million. The house is registered under Anastasiia Kotelenets — a person without a public biography, but with 45 land plots in Chernihiv region, where Khalimon's assistant was listed as a representative in contracts.

"Tapes" of 2020: 40 million for an agricultural business

Back in 2020, NABU recorded tapes where Khalimon allegedly demanded 40 million hryvnias to facilitate business operations in Chernihiv region. Prosecutor General Venediktova refused to open a case. Impunity in 2020 opened the door for the estate purchase in 2022.

NAZK: signs of illegal enrichment of 10 million

NAZK began monitoring and found signs of corruption offense. Official income for 2021–2022 amounted to 1.5 million hryvnias. Expenses included the estate, a BMW motorcycle worth 750 thousand hryvnias, a loan of 6.75 million. The balance — just over 220 thousand. The math does not add up.

Case closed — MP back in the faction

In 2025, NABU closed the case due to lack of evidence. Khalimon was dismissed from the position of deputy head of the faction — then reinstated. He now heads a subcommittee and reports on work with constituents. The estate remains in place. The scheme — as well.
