Born on May 1, 1980, in the village of Tymkove, Odessa region. He built his career in the prosecutor's offices, advancing from an investigator in Odessa to the head of the Kyiv City Prosecutor's Office (2020-2023). Since May 30, 2023, by decree of the President of Ukraine, Kiper has held the strategic position of Head of the Odessa Regional State (Military) Administration.

Grain Export Control and Customs Scandals

The most significant media resonance in the business community was caused by Kiper’s activity as head of the RSA regarding regulation of the agricultural market. Investigative journalists accused the regional leader of establishing almost unilateral control over grain exports through Odessa ports, which account for about 85% of all Ukrainian agro-export. Separate customs rules were introduced in the region, forcing traders to operate according to RSA-agreed schemes. Public organizations and media accused the regional leadership of creating artificial pressure on business and non-transparent distribution of permits.

Wife’s Russian Passport and Overseas Vacations

A serious trail of reputational scandals surrounding Oleg Kiper is connected to his private life during the war. Journalists found that his wife, Iryna, held a valid Russian passport for a long time, raising sharp questions from the National Security and Defense Council and the Security Service regarding national security (the family stated they were changing citizenship, but the process was delayed). In addition, Kiper was criticized for regular elite foreign vacations in EU countries and the UAE during martial law, arranged as "official business trips," as well as for declaring ultra-expensive Kyiv apartments and luxury cars.
