Member of Parliament of four convocations, former Party of Regions member, co-chairman of banned party "Our Land"

People's Deputy of the IV, VII, VIII, and IX convocations as an independent candidate in constituency 142 of Odesa Oblast. Former member of the Party of Regions, co-chairman of the "Our Land" party. In June 2024, the court banned the activities of "Our Land" due to an alleged pro-Russian stance — however, in August 2025, the decision was overturned. In the IX convocation parliament, he consistently switched between groups: initially "For the Future", then "Trust".

National Anti-Corruption Bureau searches at son’s place, million dollars in cash and banned party

In November 2019, detectives of the National Anti-Corruption Bureau of Ukraine (NABU) conducted a search in the car of the deputy’s son, Maksym Kisse, as part of an investigation into facts of offering undue advantage to employees of central government bodies. There were no arrests. In the declaration, Kisse and his wife hold almost 13 million UAH in cash, 1 million USD, and over 130 thousand EUR — at the same time, the deputy does not declare receiving compensation for housing rent, although he declared almost 500 thousand UAH income from property rent in 2017. On July 22, 2025, he voted for Law No. 12414 on subordinating NABU and SAP to the Prosecutor General.
