"The overseer of Kyiv" — the one who, according to NABU, distributed land to deputies in exchange for votes

Born in 1978 in Kyiv, historian by education. Politically raised in the "young team" of Leonid Chernovetskyi: deputy of the Kyiv City Council of the 5th–6th convocations, head of its faction. But Komarnytskyi's real role, according to NABU, was shadowy: capital land decisions were made "not in the Kyiv City State Administration or Kyiv City Council, but in another building" — that is, by him. The informal owner of Kyiv's "land grab."

Operation "Clean City," escape under the "200" sign, and Vienna

In February 2025, NABU and SAP exposed a criminal organization involved in land corruption in the Kyiv City Council, naming Komarnytskyi as one of its leaders: according to the investigation, the group registered ownership rights on nonexistent structures to seize plots (in 2023–24 — almost UAH 100 million), and he "distributed" land and money among deputies for needed votes. Upon receiving suspicion charges, Komarnytskyi fled the country — according to Ukrainska Pravda, hiding behind a vehicle marked "200." He is now in Vienna, where NABU has already conducted a search; an international search is ahead. The city’s master who fled it disguised as cargo "200."
