Head of Lviv Regional Military Administration

Maksym Zinoviiovych Kozytskyi is an entrepreneur and politician, head of the Lviv Regional State Administration since February 5, 2020, deputy of the Lviv Regional Council from the "Servant of the People" party. He graduated from Lviv Medical University, later — from Kyiv-Mohyla Academy (management) and Ivan Franko National University (accounting and auditing).

Family Business and 7.5 Billion from the State

Zinovii Kozytskyi, his father, is the owner of a group of gas extraction companies and the bike rental company NextBike. The family's oil and gas companies have won tenders worth 7.5 billion UAH, with their largest clients being Ukrnafta and Ukrgazvydobuvannya. In September 2019, companies associated with Kozytskyi donated 2.7 million UAH to the "Servant of the People" party.

Partner of Gazprom and the Security Service of Ukraine

Maksym's father and Czech billionaire Karel Komárek are partners in three Ukrainian companies — LLC "Horizonty," LLC "PEK," and LLC "GBL." The cooperation with the long-term Gazprom partner Komárek has continued since 2014 to the present. The supervisory board of the joint Czech-Russian enterprise Moravia Gas Storage included former GRU resident in Syria Trehub and Gazprom deputy head Medvedev. In 2018, the Security Service of Ukraine (SBU) and the State Financial Monitoring Service recommended denying "Horizonty" special permits due to involvement in supplying petroleum products to occupied territories.

Court, Proceedings, and Road to Father’s Hotel

On August 21, 2024, Shevchenkivskyi District Court of Kyiv obliged the SBU to initiate criminal proceedings regarding the legality of the Kozytskyi family's cooperation with Komárek. Separately, activists have noted that Kozytskyi spent 25 million UAH from the budget on a road in the resort town of Skhidnytsia near a hotel built by his father. The family continues to drill and extract gas with state funds — despite the war and partnership with a person connected to Gazprom.
