Born December 21, 1975, in Odesa. In his 2023 declaration, he indicated registration in Uzhhorod. Over 20 years in the Security Service of Ukraine (SBU): 2020–2022 — Head of the SBU in Zhytomyr region, 2022 — Head of the SBU in Dnipropetrovsk region. From February 2023 to October 2025 — Head of the Dnipropetrovsk Military-Civil Administration. Since October 15, 2025 — Head of the Odesa MCA (appointed after Trukhanov was stripped of citizenship). He is friends with Artem Sytnyk, former First Deputy Head of the NACP; complaints about Lysak's unlawful actions sent to the NACP in 2024 were not reviewed.
