From July 2022 to January 2025, Lysiuk headed the Main Department of the State Tax Service in Volyn Oblast. In March 2025, by decision of the Cabinet of Ministers of Ukraine, he was appointed acting Deputy Head of the State Tax Service of Ukraine. Lysiuk built a systematic career in the DFS/STS bodies, progressing from operative officer in Lutsk and auditor in the Office of Large Taxpayers to deputy chief of the Western Interregional Department of the STS. His activity in Volyn was marked by a severe conflict with the leadership of the Volyn Regional Council and Military Administration, which in 2022 even organized a public raid on the tax office building due to the mass blocking of VAT refund to local businesses.

Trail of corruption accusations

Despite his career rise, Serhii Lysiuk became a subject of high-profile journalistic investigations. Journalists accused him of organizing a large-scale scheme smuggling luxury cars from Europe disguised as humanitarian aid. According to investigators, Lysiuk declared a complete absence of monetary assets or vehicles, yet regularly changed expensive cars (such as Volkswagen Touareg and Toyota Camry), registered under his direct subordinates or their relatives. Additional resonance erupted after Lysiuk caused a major car accident in Kyiv in May 2024 driving someone else's Toyota Camry. Subsequently, the official systematically ignored court hearings citing illnesses, which allowed him to close the case due to statute of limitations and avoid real punishment. Currently, there is no official criminal conviction against him.
