Head of Volyn RSA, native of Luhansk region

Born in 1978 in Krasnodon district, Luhansk region. Former policeman, operative of the Department for Combating Economic Crimes, SBU officer in Zakarpattia and Lviv, head of the SBU in Zakarpattia region (2019). On December 2, 2019, appointed head of Volyn RSA. On October 30, 2019, the Volyn Regional Council adopted an appeal to the president demanding not to appoint Pohuliayko and to "correct the mistake by appointing a local representative" — but the appointment still took place. Local media immediately wrote about the "Luhansk landing": natives of Donetsk and Luhansk regions took leading positions in the Regional State Administration.

As head of the RSA, he ordered the transfer of the Zymne and Nyzkynytsia monasteries — the most important Orthodox shrines of Volyn — to the use of the branch of the UOC-MP.
