Person information

Ukrainian military commander, Brigadier General

Raltsev’s career path was closely linked to the Zaporizhzhia region for a long time, where he served from senior lieutenant to colonel, head of the recruitment sector and deputy head of the Zaporizhzhia Regional Territorial Recruitment and Social Support Center. In September 2025, he was awarded this high rank — Deputy Chief of Staff of the Land Forces Command of the Armed Forces of Ukraine.

Million-hryvnia procurements by the Territorial Recruitment Center and NAPC audit

The biggest corruption scandal involving Raltsev is related to his leadership period at the Zaporizhzhia Military Commissariat. The National Agency on Corruption Prevention (NAPC), during a full audit of his declaration, recorded signs of unexplained assets and inaccurate data. In particular, the official declared that he gave his father an expensive gift worth 1.2 million hryvnias, but the financial audit showed that his actual income allowed him to transfer at most 363 thousand hryvnias.

Furthermore, journalists discovered that during his leadership, the Zaporizhzhia Territorial Recruitment Center concluded dubious contracts for transport services with the little-known company “Fly-Technics” totaling 121.37 million hryvnias. The company officially belonged to a woman with significant debts, while media named its real curator as a native of occupied Donetsk.

In August 2026, an extremely unusual reputational scandal erupted around the general. Investigators of Ukrainian media (including the 368.media project) noticed that materials about Raltsev’s assets and exposés began to massively disappear from Google search results.
