From the youth wing of the Party of Regions to billion-hryvnia state tenders

Shkil is the founder of the MS Capital holding, which includes "Bekhivsky Granite Quarry," "First Logistics Company," "Audi Center Odessa," and "Avtostrada." He began his career as an assistant to People's Deputy from the Party of Regions Mykola Demyanko—a close friend of Yanukovych—from 2007 to 2014, where, according to investigators, he acted as a front person for granite quarries. From 2010 to 2014, Shkil's companies illegally won state tenders, and in 2012 he organized the transport of 300 veterans from Zhytomyr to a concert by State Duma deputy of the Russian Federation Yosyp Kobzon—a well-known supporter of the Party of Regions.

Financing of the LPR/DPR, schemes with Ukrzaliznytsia, and criminal proceedings

Shkil’s mother's company transferred funds to fictitious intermediary companies and to accounts of individuals in the eastern regions, through which weapons and equipment were purchased for the terrorists of the LPR/DPR—well before the full-scale invasion. The "First Logistics Company," despite revenue exceeding UAH 400 million, paid only UAH 126 thousand in profit tax—the remainder was withdrawn through a scheme involving Infrastructure Minister Omelyan, who, in return, awarded Shkil’s companies the largest Ukrzaliznytsia tenders. A criminal case has been opened against "Avtostrada," including regarding the construction of the interchange of the Darnytskyi Bridge. In 2025, after receiving remuneration from Klitschko, Shkil attempted through judicial mechanisms to block the construction of the presidential Memorial to the Fallen Defenders of Ukraine.
