Candidate for secretary of Kyiv City Council with a corruption trail: chairman of the supervisory board of "Kyivmiskbud," once removed due to attack on a patrol officer, leader of "toilet schemes"

A lawyer from Vasylkiv (born 1984), graduate of MAUP, candidate of legal sciences, Honored Lawyer of Ukraine, member of "Batkivshchyna," leader of the Darnytsia branch. Since 2005 – in the Kyiv City Council Secretariat, specializing in the expertise of decisions on land use and urban planning; rose to head of the legal support department. From 2018 to 2020 – deputy head of the Kyiv City State Administration under Klitschko; since 2015 – chairman of the supervisory board of Kyivmiskbud Construction Holding. Deputy of the IX convocation Kyiv City Council (budget commission).

Candidate for secretary

After former Kyiv City Council secretary Volodymyr Bondarenko was handed a suspicion in July 2025 (unjustified calculation of about 700,000 UAH in salary and facilitating evasion of service; he is also a witness in the "Komarnitsky tapes"), the position became vacant. According to "Glavcom," among the candidates is Slonchak; media link his advancement to the influence of the Presidential Office on Kyiv politics.

Toilet trail

In April 2020, detained under Article 208 of the Criminal Procedure Code for attacking a patrol officer – after which Klitschko dismissed him from the Kyiv City State Administration. According to CHESNO analytics (2025) – one of the leaders in votes for "toilet schemes" (corrupt land allocations).
