Vavrysh — construction scandalist in the role of partner
Igor Vavrysh is one of Kyiv's most notorious developers, associated with illegal constructions in protected zones. The fact that Tkachenko acted jointly with such a partner on his way to the ministerial chair speaks volumes about his understanding of the boundary between power and business. The state enterprise was seen as an asset rather than a cultural institution.
"1+1" and media empire as a springboard to power
Before his appointment as minister, Tkachenko headed the media group «1+1», controlled by Ihor Kolomoyskyi. The transition from an oligarch’s media manager to key Minister of Culture was without any public competition. No one even attempted to resolve the conflict of interest between his media past and the regulatory functions of the ministry.
The Ministry of Culture during war: scandals instead of reforms
Serving as minister during the full-scale invasion, Tkachenko found himself at the center of controversies regarding budget expenditures, personnel decisions, and opaque financing of cultural events. In 2023 he resigned amid growing pressure and journalistic investigations. He left quietly — without reporting and without answers.
