LLC “Siticod” started operating under the Beton brand in February 2025 based on CRAIL license No. 364 issued in November 2023. The brand is associated with the company "Siticod" and structures where Roman Balashov plays a key role — he is listed as the manager and beneficiary of several projects in financial, IT, and gambling sectors, including "FC K9". Balashov also has joint business ties with Serhiy Fatkullin, who, in turn, collaborates with Oleksandr Kamyshin — former Minister of Strategic Industries, ex-head of Ukrzaliznytsia and current advisor to the President's Office, previously connected with SCM Group’s businesses of Ahmetov.
Free spins trap, refusal to pay UAH 500 thousand and links to Nonka’s orbit
In September 2025, the Anticorruption Expert Group PlayCity recorded a complaint: BetOn refused a player payment of over UAH 500 thousand jackpot, citing restrictions in the fine print of the bonus mechanics rules. Separately, Komentari established a probable connection of Beton with Ruslan Nonka’s structures — former owner of LLC “Gamedev” (Slots City): the trademark "PB casino" is registered via Anastasiia Synitsa, linked to Nonka, and intersects with structures around "Siticod". Concurrently, the website bbeton.com.ua exists online without any licenses, presumably serving as a "mirror" brand site to bypass the regulator.
